As the provision for the difficult situation of the water resources, the Korean government began to drive the large scale water resources development policy on the flood control and water supply since 1960s. As a result, the KOWACO currently manages a large portion of national water resources and water supply facilities including the 14 multipurpose dams and 27 water supply facilities. For the purpose of effective and integrated management of those facilities, the Water Resources Operation Center (WROC) was established in 2002. The water supply management tasks in WROC consist of the meteorological analysis process which makes WROC’s own decision based on the weather forecasts of the KMA (Korea Meteorological Administration) and the surrounding countries. The reservoir inflows and streamflow forecasts through the continuous streamflow simulation models as well as the joint operation system analysis of the basin-unit dam groups. The analysis process is implemented through the main computer networks based on the data base acquiring real-time basis, and the operation plan is decided considering the upstream and downstream conditions by applying the dam joint operation technique by using the simulation, the optimization and the stochastic hydrologic analysis developed through the past 30 years of operation experiences. |
