| Drought Risk Management Considering Climate Change in KOREA |

Abstract: Korea faces significant challenges in water resources management due to its unique topographic and precipitation characteristics. Moreover, the impacts of climate change pose substantial risks to various aspects of water resources, including flooding, drought, water supply, and overall water management. For instance, the frequency of flood disasters has increased by 5.3 times compared to the 1980s, and droughts have occurred almost annually since 2006. In recent years, regional rainfall variability has intensified, with notable changes in rainfall distribution and peak patterns across regions and seasons. Consequently, the risk of extreme events, such as severe droughts and floods, has been steadily rising. To address these challenges, a paradigm shift is required to incorporate climate change considerations into water resource systems and policies. Currently, water supply during the dry season from multi-purpose dams heavily depends on inflows during the flood season. These dams must simultaneously allocate storage capacity for flood control while ensuring sufficient water supply, which poses operational challenges under changing climatic conditions. This study introduces a conceptual framework and methodology for drought response planning that includes the concept of water supply reserves in multi-purpose dam operations as a non-structural measure for drought risk management. The results indicate that multi-purpose dams can sustain water supply under future climate change scenarios by adopting revised reservoir operation rules incorporating the water supply reserve concept. This approach is expected to better meet water demands and mitigate water shortages in the long term. Finally, we propose an integrated climate change adaptation plan for the water sector, encompassing both structural and non-structural measures, which are being implemented by the Korean government and K-water. |
